Our U.S. Coast Guard approved OUPV course meets the written examination requirement for a National Operator of Uninspected Passenger Vessels license only. The OUPV license allows you to operate an uninspected vessel with six or less paying passengers, in U.S. waters only. Subjects: Rules of the Road, International and Inland; Deck General, Code of Federal Regulations; Navigation General including Aids to Navigation; Chart Plotting Navigation.

Prerequisite courses and other requirements

There are no prerequisites required of candidates to enroll in this course, however only 
those mariners meeting the requirements of 46 CFR 11.467 to qualify for an Operator of 
Uninspected Passenger Vessels endorsement will be eligible to obtain such 
endorsement.

 

You must ensure you meet the U.S. Coast Guard National Maritime Center requirements for a license, prior to enrolling in a course. Please visit our helpful license requirements page to review some of the important requirements for a National OUPV license. Our Student Services staff can help answer your questions about which level of Deck Officer license you may qualify for.

When you register for this OUPV Course, we will mail you the following required books for the class: (3) Course books, and (1) USCG Navigation Rules & Regulations Handbook ("Rules of the Road" book). We highly advise that you register for this course at least one month in advance to allow adequate time to study.
 
Any applicant who has successfully completed the Operator of Un-Inspected Passenger Vessels (OUPV) course and presents the Certificate of Training within one year of the completion of training, will satisfy the examination requirements of:

46 CFR 11.903(a)(24) original,
46 CFR 10.227(e)(1)(iii) renewal,
46 CFR 10.227(i)(1) for re-issuance (OUPV) Upon Near Coastal, or Great Lakes and Inland, or Inland Waters.
