This 16-hour course provides classroom training on United States Coast Guard ("Coast Guard" or "USCG") requirements designed to establish that persons who assess the competency of mariners are qualified to perform assessments for International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) endorsements. It instructs on the principles of developing and implementing a shipboard assessment system. The course deals with development of a competence-based assessment system as well as identifying and selecting performance measures and standards. The main part of the course deals with the techniques of conducting the assessment and developing a performance improvement plan. The learning style of the course is participative and includes exercises that are to be performed as a group.
This course is open to students that must, as a minimum, be able to speak and understand the English language and be at least 16 years old. No physical examination is required. Most students attending this course do so as a prerequisite to applying for an original license as a deck officer or to meet specific employment requirements.
This sixteen-hour course is intended for any person conducting in-service assessment of competence of a seafarer onboard and includes the many principles of developing and implementing a shipboard assessment system.
