What is the Eligible Training Provider List?
The Washington State Eligible Training Provider List (ETPL) is the official list of training programs, located in Washington state, eligible to provide training to individuals who qualify for:
- An Individual Training Account voucher funded by Title I-B of the Workforce Innovation and Opportunity Act (WIOA).
- Additional weeks of unemployment insurance benefits through the Washington state Training Benefits Program.
Training programs that are part of the list must meet minimum performance standards for employment, earnings and completion rates to remain ETPL-eligible from year to year.

Looking for ETPL-eligible programs in other states?
Out-of-state training programs are not included on Washington's ETPL. However, the state holds reciprocity agreements with several other states.
Types of programs considered for ETPL eligibility:
1. Post-high school education and training approved or licensed by one of the following:
- Washington Student Achievement Council
- State Board for Community and Technical Colleges
- Federal Aviation Administration
- Department of Licensing
- Workforce Training and Education Coordinating Board
2. Registered Apprenticeship programs approved by the Department of Labor and Industries
3. In some cases, a training program is exempt from oversight by one of the government agencies above. In this instance, it must be approved by a local Workforce Development Council. There are 12 councils that address the workforce needs of different regions of the state. They operate the WorkSource career center system.
4. To have their program considered for inclusion on Washington's ETPL, training providers must have a permanent training location in Washington state.
