The Passenger (P) Endorsement course provides the knowledge and skills required by the Federal Motor Carrier Safety Administration (FMCSA) for drivers seeking to operate commercial motor vehicles designed to transport passengers. Prerequisite courses and other requirements

To enroll in the Passenger Endorsement training program, the student must meet the following prerequisites: Possess a valid Washington State Commercial Learner’s Permit (CLP) with the Passenger (P) endorsement already added. Hold a valid DOT Medical Examiner’s Certificate. Submit a current driver’s abstract (driving record) showing no disqualifying offenses. Provide proof of identity and Washington State residency. Must be at least 18 years old (21 years old for interstate operation). Possess sufficient English proficiency to understand traffic signs, communicate with the public, law enforcement, and pass all exams (reading level equivalent to 5th grade). Meet Entry-Level Driver Training (ELDT) requirements, as applicable. There are no prerequisite courses required, but students must be physically and mentally fit to operate a commercial vehicle designed to transport passengers.

This course provides the required FMCSA Entry-Level Driver Training (ELDT) for the Passenger (P) Endorsement, which includes both theory and behind-the-wheel (BTW) training components as defined under 49 CFR Part 380, Subpart F. Students will receive instruction and practice in: Proper loading and unloading procedures, including passengers with disabilities Prohibited practices, such as fueling with passengers on board Emergency preparedness, evacuation procedures, and use of emergency equipment Vehicle inspection, safety checks, and operation on various road conditions Handling curves, stops, and railroad crossings in a passenger vehicle Proper use of mirrors, climate controls, and interlock systems The program prepares students for: The FMCSA ELDT theory certification, submitted to the Training Provider Registry (TPR) The Washington DOL Passenger Endorsement Skills Test, which must be taken in a representative passenger vehicle The Washington DOL Passenger Endorsement Knowledge Test, required for all applicants Students will receive a certificate of completion for both the theory and BTW components, and records will be uploaded to the FMCSA TPR to allow scheduling of the required skills test with a state-approved examiner. Note: DOL testing fees are not included in the program cost and must be paid directly to the state or third-party examiner.
