Hazardous Materials (H) Endorsement. The Hazardous Materials (H) Endorsement Training Program provides the knowledge and regulatory understanding required for commercial drivers to qualify for a Hazardous Materials (H) endorsement on their Washington State Commercial Driver License (CDL). This program meets all Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) requirements under 49 CFR Part 380, Subpart F, and prepares drivers to safely transport hazardous materials in accordance with U.S. Department of Transportation (DOT) regulations. Training covers hazardous materials identification, classification, labeling, shipping papers, placarding, segregation, security awareness, and emergency response procedures. Emphasis is placed on understanding the Hazardous Materials Regulations (HMR), recognizing potential risks, and maintaining strict compliance with safety and security protocols. Upon completion, students will possess the knowledge necessary to pass the Hazardous Materials (H) knowledge test administered by the Washington State Department of Licensing (DOL) and meet federal training standards for hazardous materials transportation.

Prerequisite courses and other requirements

To enroll in the Hazmat Endorsement Training Program at 3C’s Training, students must meet the following eligibility requirements: 1. Possess a Valid Commercial Driver’s License (CDL) Must already hold a Class A, B, or C CDL, or be concurrently enrolled in a CDL training program leading to licensure. The Hazmat Endorsement program is an upgrade course and not a standalone entry-level license program. 2. Possess a Valid DOT Medical Certificate All students must present proof of a current and valid FMCSA-compliant DOT medical card. 3. Clean Driving Record A recent copy of the driver’s motor vehicle record (MVR) is required to verify eligibility for a hazardous materials endorsement. 4. TSA Security Threat Assessment (Required by Federal Law) Students must apply for and pass a TSA background check (Security Threat Assessment) prior to being issued the Hazmat endorsement. The school will provide assistance in guiding students through this process, but it is the student’s responsibility to complete the TSA application. 5. Age and Citizenship Status Must be at least 21 years of age. Must be a U.S. citizen or lawful permanent resident as required for TSA background clearance.

This program provides complete preparation for the Hazardous Materials (H) Endorsement written knowledge test, which is administered by the Washington State Department of Licensing (DOL) as required by the Federal Motor Carrier Safety Administration (FMCSA) under 49 CFR Part 383. The curriculum includes: FMCSA-mandated Hazmat theory training, including all required core objectives Instruction on recognizing and handling hazardous materials, understanding hazard classes, proper documentation, emergency response procedures, placarding, and security awareness Practice quizzes and instructor-led reviews covering realistic test questions Guidance through the Transportation Security Administration (TSA) Security Threat Assessment process, which includes fingerprinting and a background check Upon completion, students will receive a certificate of training meeting FMCSA requirements and be prepared to pass the state-administered Hazmat knowledge exam.
